-` I. Ctnem! Policy The Council for Tobacco Research-U.S.A., Inc. Is dedicated to the support of the investigation of fundamental matters relatins to a connection be• tween tobacco use and human health. In so doing The Council for Tobacco Research-U.S.A., Inc. recognizes the Importance of Independent research by competent investigators. Grants are made only after careful consideration of the merits of pro- posals and of the qualifications of the individual and his institution underta" the work. The Council desires to have sckntists.vork with the greatest freedom and without domination of any kind. It will make no attempt to direct the administration of the project once started, to in- fluence Its course or to control Its results other than to be usured that the funds are properly expended for the purposes of the grant and that all flndings are reported in accordance with the best scientific practice. Paymenls and ,8ndaetr Unless otherwise requested at the time of ini- tiatina a specifk grant, qayments will be made W quatterly in advance to the institution at which re- C4 eearch is being conducted. Grants may not be transferred from one 1Astitu- tfon to another due to a change In affiliation by the prlnelpal Investigator without express permission. The contract for a grant may be terminated prior to normal expiratlon date by the grantee upon noti- fication to the Secretary of The Council for To- bacco Research-U.S.A., Inc. with a statement of the reasons for termination. Budgets are presumed to be accurate at the time of issuance of a grant. However If, for unforeseen reasons, additional funds or reapportionments of funds are required such request will be considered upon receipt of a complete statement of reasons for such change. At the time of expiration of a grant or in the event of Its termination, unexpended funds shall be returned to The Council for Tobacco Reseamh- U.S.A., Inc. If, at such expiration or terrnination, additional projects are antkipated and are approved such funds may, upon request, be applied against the new grant at the time of Its issuance. Ill. Repom Grantees are to furnish a report of activities annually. These need not be extensive but should be sufficiently Infom+ative to permit The Council to know what ia being accomplished. At the con- clusion of a project a detailed report Is expected which shall be given In writinE to The Council. An expenditure report must be made by the grantee annually. IY.
