Current grantees whose termination date is December 31, 1985 may submit BENEWAL APPLICATIONS (8 copies) POSTY.AR}:ED NO LATER THAN May 31, 1985, if further support is requested. Current grantees are reminded that a PROGRESS REPORT and an ABSTRACT of it must accompany a renewal application. These are now obligatory for a renewal to be con- sidered or acted upon. The following formats are requested: 1. PROGRESS REPORT (15 copies on 3-hole paper to fit into a 3-hole binder). The Progress Report should be a separate item and not included in the body of the application. The first page of the Progress Report should contain the following informa- tion only: CTR GRANT NO. PROGRESS REPORT N0. (Inclusive dates covered) Name of Investigator Name of Institution Full Yailing Address TITLE OF GRANT 2. ABSTRACT OF PROGRESS REPORT (30 copies on 3-hole paper) The abstract, separate from the full Progress Report, should be no more than two pages. The top of the first page (marked ABSTRACT) should contain the information given on the lst page of the full Progress Report (see above box), followed by: (a) Abstract of specific aims as originally stated and (b) Abstract of progress made on these aims, especially during of support. Applications signed by grantees and institutional officials con- stitute an agreement to abide by stipulations in the folder entitled, "Statement of Policy Containing Conditions and Terms Under i,fiich Project Grants Are Made." Human Subjects For any studies that involve human subjects, the Council requires annual institutional certification that adequate informed consent has been obtainkd. This will be done on a form furnished by the Council. Completeness of Applications Please provide all information and signatures requested on application forms. Use additional sheets as necessary. The accom- panying check-off sheet contains more specific information. Submission of Grant Aoolications Deadlines for submission of all copies of a full application are November 30 and Y.ay 31. Normally grants are made for a period of one year with activation on January 1 or July 1. A renewal application with status report must be filed 7 months before the anniversary date of the grant. This is the grantee's responsibility. A formal progress report is always required upon termination of any CTR project. Grants in Amounts Less Than Requested Sometimes grants are made in amounts less than requested. In such event, a revised budget including new signatures must be submitted. Priority in Awarding Renewals Although grants can be made for one year only, many studies are designed to extend over a longer period. In these cases, consideratijn will be given to renewed support up to an inclusive total of three years in annual competition for available funds. 1. Genenal Pollcy The Council for Tobacco Research-US.A., Inc. is dedicated to the support of the investigation of fundamental matters rclating to a connection be- twoen tobacco use and human health. In so doing The Council for Tobacco Resoanch-U.S.A., Inc. recognizes the importance of Independent research by competent investigatora. Granta aro made only after careful consideratlon of the merits of pro- posals and of the qualifications of the individual and his Institution undertaking the work. The Council desires to have sckntists work with the greatest freedom and without domination of any kind. It will make no attempt to direct the administration of the project once started, to in- tluence its course or to control its results other than to be assured that the funds arc properly expended for the purposes of the grant and that all findings are reported In accordance with the best scientific practice. II. Paymena and Budgea Unless othcrwise requested at the time of ini- tiating a specific grant, payments will be made quarterly in advance to the institution at which re- search is being conducted. Grants may not be transferred from one institu- uup to anuther due to a change in affiliation by the principal invesUgatur without express permission. The contract for a grant may be terminated prior to normal expiration date by the grantee upon noti- fkation to the Secretary of The Council for To- bacco Rescarch-U.S.A., Inc. with a statement of the reasons for termination. Budgets arc presumed to be accurate at the time of iuuance of a grant. However If, for unforeseen reasons, additional funds or rcapportionments of ,funds are required such request will be considered upon receipt of a complcte statement of reasons for such change. At the time of expiration of a grant or in the event of its termination, uncxpendcd funds shall be returned to The Council for Tobacco Rexarch- US.A., Inc. If, at such expiration or termination, additional projects arc anticipated and are approved such funds may, upon request, be applied agairist the new grant at the time of its issuance. III. Reports Grantees are to furnish a report of activities annually. These need not be extensive but should be sufficiently informative to permit The Council to know what is being accomplished. At the con- clusion of a project a detailed report is expected which shall be given in writing to The Council. An expenditure report must be made by the grantee annually. IV. £xchanje of Infonmtlon With the consent of the grantee, The Council may recommend the exchange of Interim informa- tion between investlgiton working on different projects If the Interim results Indicate a rclaUtai ship between projects. This will only be done with the object of assisting and expediting work In pruce.s V. PtrbltcaJfon urd PJwbltc Infonrralon The Council for Tobacco Research-U.S.A., Inc. advocates the Initial presentation by the in- vestigator of research results only in accepted medical and scientific journals or before accepted medical or scknti0c societies. It has no objection to dis- semination to the pubilc of any or all final con- clusions from projects in these ways. lnformation from annual or final reports will be released publicly only with the permission of the investigator. When a journal or society schedules the presen- tation of any findings from a project, The Council will expect a statement or abstract from the grantee covering the date and general subject matter of his presentation. While no special funds arc provided to assist publication of results covering costs of illustrating, typesetting or other expenditures, The Council will consider a request for such funds upon prescntation of the manuscript to be publishcd. i M .~ ~ F-- U
