I am pleased to enclose a reoent Anx=l Re2.~ort that lists grants currently
slr)ported and a brochure describing Policies of the Cx=i1.
We suggest to potential applicants that they sutmit a brief (3 to 4 page)
prelim; na.-y outline of the study for v..~-iich support is sought, and wtdch con-
tains the following information:
1. A synopsis of the subject you have been investigating, its present
goals and status.
2. A brief outline of plans and goals for the progosed project, specifying
the next steps to be taken.
3. Antici?ated duration of the study as outlined (Please note that the
Cou.xil k-ill only provide stipoort for a m3xursn of 3 years) .
4. Esti*;zted cost.
It would also be helpful to have:
1. Brief curricula vitae of the applicant and princir~l professional level
collaborators.
2. Scientific bibliographies of the persons named above.
3. One c.opy each of any two or three publications, abs'-xacts or manuscripts
k&ich : a_re closely related to the project for which fLmding is being
sought.
Preliminary irq:ires'a..~e reviewed by me,7oers of our Scientific A3visory Board
not only for scientific rresit but also for "fit" into the Cvuncil's current
trultidisciplina,ry program. The reviewers either encourage or discourage sub--
mission of a formal detailed application for full campetitive consideration. If
the vote is to encourage, then forrrs and instructions are provided. Submission
deadlines for full applications are November 30 and May 31; activation is typically
seven months later. Although grants are made only one year at a time, up to two
annual renewals can be considered on the basis of progress reports and materials
sukmitted in renewal applications.

The Council for Tobacco Rauarch-U.S.A., Inc.
is dedk:ated to the support of the fnvestigation of
fundamental matters relating to a connection be-
tween tobacco use and human health. In so doing
The Council for Tobacco Rettanch-U.S.A., Inc.
rccognizes the importance of independent research
by competent tnvestigatora. Grants are made only
after careful consideration of the merits of pro-
posals and of the qualifk:attons of the indivldual
and his Institution undertaking the work.
The Councrl desires to have sckntists work with
the greatest freedom and without domination of
any kind. It will make no attempt to direct the
administration of the project once started, to In-
Quence lts course or to control its results other
than to be assured that the funds are properly
expended for the purposes of the giant and that
all findings ue reported In accordance with the
best icientiGc practice.
11. Payments and Budgela
Unlcu othcrwisc rcquested at the time of ini-
tiating a specific grant, payments will be made
quarterly in advance to the institution at which re-
t~arch is being conducted.
- Grants may not be transferred from one institu-
tism to anuthcr due to a change in affdiutiun by the
.•rrincipal investigatur without express pemission.
The contract for a grant may be terminated prior
to normal expiration date by the grantee upon notl-
Gcation to the Secretary of The Council for To-
bacco Research-U.S.A., Inc. with a statement of
the reasons for termination.
Budgets arc presumed to be accurate at the time
of issuance of a grant. However if, for unforeseen
reasons, additional funds or reapportlonments of
.funds arc required such request will be considered
upon receipt of a complete statement of reasons
for such change.
At the time of expiration of a grant or in the
event of its termination, unexpcnded funds shall
be returned to The Council for Tobacco Research-
U.S.A., Inc. !f, at such expiration or termination.

11L Reports
Grantees are to furnish a rcport of activities
annually. These need not be extensive but should
be sufficiently informative to permit The Council
to know what is being accomphshed. At the con-
clusion of a project a detaikd report is expected
which shall be given in writing to The Council.
An expenditure report must be made by the
grantee annually.
IV. Exdranre of Information
With the consent of the grantee, The CduncD
may recommend the exchange of inter4n informa-
Uon between Investigators working on different
projects if the interim raults lndkate a relatiow
ship betwoen projocts. This wlil only be done with the
object of auisting and expediting work In psures
V. Pub&atlon and Publk Information
The Council for Tobacco Research-U.S.A.,
Inc. advocates the laitial presentation by the ln-
vestigator of reaearch results only In accepted medical
and scientific journals or before accepted medical
or aclentifk societies. It has no objection to dis-
semination to the public of any or all final con-
durlons from projects in these ways.
lnformation from annual or final reports will be
released publicly only with the permission of the
investigator.
When a journal or society schedules the presen-
tation of any Mdings from a projcct, The Council
will expect a statement or abstract from the grantee
covering the date and general subject matter of his
p(esentat/on.
While no special funds arc provided to assist
publication of results covering costs of illustrating,
typesetting or other expenditures. The Council will
consider a request for such funds upon presentation
of the manuscript to be published. i
