I must apologize for the delay in turning in our final report (TIRC GRANT
No. 354). A short assignment as an exchange consultant with the Mexican
Government disrupted my work schedule. The final draft is not completed and
awaits typing. After this draft is sent to Professors Elihu Katz (who is still
on leave of absence to Israel) and Robert Crain for their final approval, a final
copy (or copies) will be sent to the Council.
This new draft is substantially improved from the first draft which you received.
Because of my haste to clear up my affairs before leaving for Mexico, the first
draft was written in too much hurry, and then typed by a typist who didntt
fulfill her obligation to proof the report. The major changes in the new draft
are reorganization of the material to facilitate reading, exclusion of much of
the theoretical material from the main text, a more thorough analysis of the data,
and a multivariate analysis of some of the important variables.
The only thing that is holding us back now is lack of funds. The last statement
from the Office of the,Comptroller showed a18.80 left in this account. Since I
am still a graduate student, I have no secretarial service or other way to have
this done free. Since Professor Crain only too~~overseeing this study as a favor
to Professor Katz and myself, I don't believe that he should be held responsible
for the remaining typing.
Therefore, I am writing to the Council for the small additional amount that we
need for typing. I believe that this request is justified for several reasons;
(1) initially the grant request was much lower than the going rate for survey
work of this magnitude, (2) I have worked without reimbursement for the last
9 months on this project, and (3) I have allocated some of my free graduate
computer time to analysis of this study. In fact, the costs of the computer
time and set7up costs probably amount to more than is being requested to finish
typing the final report.
The enclosed sheet indicates the estimated amount of money that we K3N ?~eed.
Last time you requested 30 copies of the preliminary report. Therefore, I
estimated 50 copies of the final report: 30 for the Council and 20 for our
own use. I have been exchaging information with several researchers on smoking,
and would like to send them copies of the final report.
I will be most happy to answer any questions that you may have concerning this
request.
