Pharmacists will issue the refunds and will be re- imbursed by Lederle. The merger plans of Parke, Davis and Warner-Lambert have now reached the stage of approval, by the directors of both companies, of a definitive agreement under which each Parke, Davis shareholder will get 0.4428 shares of Warner-Lambert common stock for each common share of P-D. Warner- Lambert shareholders vote on the transaction Oct 2...Parke, Davis shareholders on Oct. 23.  The version of the omnibus drug control bill finally cleared by the House Commerce Committee requires pharmacists to include a notation on abuse product prescription labels that "it is a crime to transfer the drug to any person other than the patient".  Issuing a revision of its welfare drug formulary, Pennsylvania's welfare dept said use of the listed drugs is not being made mandatory because•"voluntary prescribing of formulary drugs has increased steadily and now accounts for approximately 90 %" of all welfare prescriptions. The Proprietar Assn has declared that FDA's proposals to dictate the nature of "cents off" promotions would force an end to such promotions. The PA says also that the proposed rules are illegal.  Bristol-Myers was first, and American Home Products second, of 21 drug and cosmetic companies included among the 125 top national advertisers in 1969, according to Advertising Age.
