Our co--eats regarding Mr. Topol's draft to the six tobacco companies
relating to FTC carbon monoxide analyses are attached.
Taking the document page by page, our comments are as follows:
Page 5~ Paragraph 3
Present wording - ... by separately analyzing the smoke from each..."
Suggested wording - "...by separately anaEyzing carbon monoxide from

Present wording - "...this increases the chances of clogging..."
Suggested wording - "*..this increases the chances of fouling
and clogging..."
Page 6t Paragraph 2
The purported ctunulative errors resulting from su0~ming per puff
deliveries should be verified by a statistician.
Page 7, Paragraph 2
Large quantities of data might not be a problem since massive quantities
of data are easily handled and manipulated by computers.
Page llt Paragraph 3
We read the final paragraph on that page as an endorsement by the
tobacco companies of the Filtrona attachments to the Phipps & Bird
machine. Do we really want to give that kind of endorsement?
Page 12t ParaEraph i
Mr. Topol quotes a price of about $I0,000 for the conversion kits
and IR analyzers. Our costs for installing the Filtrona kits,
including the labor involved in installing them was about $12,500,
The labor amounted to about $600, so the cost of the Filtrona
kits, the IR attachments and the microprocessor was about $12,000.
