Dear Mr. Kornegay:
Our review of the National Research Program proposal brought forward
the following observations which may be of some use to you.
I. ~legc hydrazide residue on tobaccos produced in
the states is expected for a number of years.
According to Tso's write-up, we are now exceeding
the German limits by approximately 75% and we can
really not anticipate a change. How will U.S.
companies continue to export tobaccos and ciga-
rettes Overseas if we are outside certain residue
limits.
2. The proposal mentions maiDtaining =onsu~er ac-
ceptance from an organoleptic standpoint as new
plant varieties and homogenized leaf curing are
developed, but the practicability of using these
materials in the manllfacture of cigarettes is
not consideTed. It see~s that the proposed program
should address the manufacture's use of the material
and recognize the importance of this aspect of
~aterial acceptance.
