Further to our recent te~lepho onversations,
this will confirm
that members of the TITL~Board of Directors concur regarding the
purchase of a FTC-type smoking machine for use at TITL Accordingly,
you are hereby directe-d~to place an order for such a machine from
the sole supplier, Phipps & Bird, at the offered price of $30,300.
I understand that delivery time is anticipated to be no more than
four months. I further understand that digital data from this
new machine will be processed by the Hewlett-Packard Computer
System HP 100g presently at TITL,and that some additional provision
may be necessary for digital data storage. Cost for this new
smoking machine and associated equipment should be included in the
TITL budget for 1981.
We were also pleased to learn that Philip Morris representatives
have agreed to place their FTC-type smoking machine at TITL on
loan until the above-referenced Phipps & Bird machine is delivered.
It is the desire of the TITL Board of Directors that all cigarettes
starting with and including Market Sample 25 be smoked on this new
machine as well as on one of the machines which has been in use
at TITL in recent years. Such dual smoking will allow direct
comparison of "tar" and nicotine values as determined on each machine
and also provide information about the suitability of the FTC-type
machine for determining the carbon monoxide content of all brands.
Where sufficient sample and time are available, we are also requesting
that Market Sample 24 be smoked on the new machine.
We appreciate your interest in and enthusiasm for this new effort and
are especially pleased to learn that the studies and comparisons
mentioned above will be carried out with the current TITL staff.
