HORACE Ro KORNEGAy
JanUary, 1972
Horace R. Kornegay served in the United States Congress from
the Sixth Congressional District of North Carolina for four
tezlns---a total of eight years---beginning January 3~ ig61 and
continuing to Janua~I 3; 1969.
Congressman Kornegay was elected to the House of Representa-
tives in November~ 1960 and was re-elected in 1962~ 1964 and
1966. He did not seek re-election in 1968 having announced in
November, 1967 his intention to retire from the Congress at the
end of the current ter~p
While in the House of Representatives, Mr. Kornegay served on
the House Co~m~ittee on Interstate and Foreign commerce and on
the Committee on Veterans Affairs---two of the major standing
committees of the House of Representatives. He W~S the eighth
ranking majority membez of the Commerce Committee and the sev-
enth ranking member of the Veterans Committee at the time of
his retirement~ having moved up steadily in the seniority scale
in both committees.

Shortly after Mr. Kornegay's birth in Asheville, North Carolina
On March 12, 1924o the family returned to Greensboro° He is a
graduate of the Greensboro Public Schools, Wake Forest Univer-
sity (B.So Degree), and the Wake Forest School of Law (J.D. Degree).
He is a member of Alpha Sigma Phi. a social fraternity; Phi Delta
Phi, a legal fraternity; and Omi~ron Delta Kappa, an honorary
leadership fraternity.
During World War II~ he served in the U.So Army for three years
and participated in two campaigns in the European Theater of
Operations. Ee was awarded the Combat Infantryman's Hadge, the
Purple ~eart Medal and the Bronze Star Medal. He is ~ membe~
of the American Leglon, Veterans of Foreign Wars~ AMVHTS~ and
an honorary member of the British-Legion.
• In 1949~ Mr. Kornegay began a general law practice in G~eensboro.
Be ~s been admitted to practice before th Supreme Court of
~orth Carolina and the Supreme Court of the United States. ~e
is a member of the Greensboro° the North Carolina, and the Ameri-
can Bar Associationsr the Federal Bar Association and th~ Ameri-
can Judicature Society.
Before being elected to congress from the Sixth Distri,~t in 1960,
Congressman Kornegay twice was elected Solicitor of the Twelfth

Solicitorial District of North Carolina. In this position, he
functioned as public prosecutor in Guilford and Davidson Coun-
ties, in a solicitorial district with one of the heaviest case
loads in the state.
Mr~ Kornegay is active in church and civic work. He is a former
member of the West Market Street Methodist Church of Greensooro
and has served on the offScial boar~ and is a member cf Saint
Andrew's United Methodist Church in 8ethesda. Me is a former
member of the Junior Chamber of Commerce and the Greensboro civi- ~
t~n zlub, and is a member of the Rotary Club of Washington, D. C,.
the N~tional Lawyers Club and the Congressional Country Club.
He is a member of the Masonic Order, Scottish Rite and ~ Shrinero
He is, also, a member of the Nort~ Carolina State Grange and of
hhe National Society of the Sons Of the American Revolution.
Since his college days, Mr° Kornegay has been active in govern-
ment and politics~ and he has enjoyed a varied career as a law-
yer, prosecuting attorney, Representative in the Unite(~ States
Congness, corporate executive and legal counsel in private in-
dustry.
In his capacities ~s a Membe~ of Congress and more
chief spokesman for the tobacco industry of the United States,

Mro Kornegay has addressed numerous audiences in this country
~nd abroad.
Some months after he announced his intention to retire from the
Congress, Mr. Kornegay was offered th~ position of Vice President
and counsel of the Tobacco Institute in Washington~ He accepted
this position because of his interest in the welfare of the
tobacco farmer~ the tobacco industry~ and the economic impor-
tance of this agricultural product to his own State of North
Carolina and te other sta~es where tobacco ~s an important crop
to t~e economy~ He entered upon his duties with the ~obacco
Institute on January 6. 1969. On May 15, 1970, he was elected
by the Executive committee of the Tobacco Institute to succeed
Earle C. Clements as President ~r~ Executive Director of the
Institute and he now holds this position.
Mr~ Kornegay is married to the former Annie Ben Beal~. and they
have three children~ Horace, Jro, Kathryn and Martha. While
in Washington, the family makes its home in suburban Bethesda,
Maryland~
