Statement of C. Whitley before Senate Subcommittee on Consumer Affairs. Argues that the Tobacco Product Education and Health Protection Act of 1991 (S. 1088) should be rejected. Asserts that bill circumvents state legislative authority, prescribes warning labels that are designed to frighten rather than inform, duplicates existing programs and law. Adds provisions allowing further state and local regulation would "Balkanize" regulation of a nationally marketed product.
