Reference is made to Ernie Pepple's confidential letter
addressed to you of Hay 8 dealing with the dilemma
confronting the several companies in connection with
the "tar" and nicotine testing by the Trade Commission ~
and the present rapid reduction of "tar" in some brands
of cigarettes. As you will recall, Tommy and I carried
the laboring oar in negotiating the voluntary agreement
back in 1970; therefore, I assume that you may want to
share Ernie's letter with him.
The purpose of this letter is to suggest that we get
together and discuss the problems and questions propounded
in Ernie's letter before any decision is made as to whether
or not we contact the Commission. Upon your return, I would
like to discuss the letter and the possibility of meeting
with you.
