Argues that proposals by Health and Human Services Secretary Sullivan to impose "new legislative action...such as licensing [of retailers] and banning vending machines" to reduce youth access to tobacco products "are misdirected". Quotes national data on placement of vending machines and failure of existing laws to restrict youth access to alcoholic beverages.
