Yesterday's forecast on "Face the Nation" by Dr. Davis concerning
the thrust of the forthcoming Surgeon General's Report led
us to respond to a number of media inquiries with the enclosed
statement,s cleared by Counsel.]
It had been our intention to issue a more brief statement when
the report is actually published. Because of yesterday's publicity,
however, we intend to develop our theme of concern about the
implications for the illici~ drug program, and,[workin8 with
Counsel~to try to identify a suitable scientific spokesman.
