Dowdell Rich Preyer called Thursday morning to report on his conversation with Mr. Kelley of Consolidated. Said that Kelley didn't ask him to do anything but explained that Consolidated intended to make a case that cigars are different than cigarettes and should not be subjected to the same advertising restrictions. Kelley told Rich that they would have six or seven witnesses, including one they would bring over from Great Britain, to testify for them. I reported this to Mr. WSS and Jack Roemer. Because Consolidated is opening up the smoking-and-health question, they asked me to sit in on the Hearings which will begin tomorrow. The Hearings are now set for two days, the 22nd and 23rd, and Rich says that he believes Congressman Staggers will not let them run any longer though the list of those who wish to testify in person is getting out of hand. Jack had previously made arrangements with Ragan, Sea-Land's Washington counsel, to cover the Hearings for us. He is to advise Ragan that I will also cover and let me know the name of the individual who will be representing his law firm. The two of us will try to get together and submit a joint report. In connection with the Washington Hearings, McGrath reported this morning that Consolidated introduced their amendment to the Florida bill last Friday which would exempt little cigars made of all naturally fermented tobacco. There is a distinct possibility that they may try to introduce a similar amendment to exclude Dutch Treats from the Federal measures. . I~wi~q~~. ~,,,,, ~ J.S.D. RJRI
