Memo to Mr. William S. Smith:
Since my earl~er memo there have been no changes in
the scheduled witnesses at the lJ.ttle cigar hearings to
beg~n to1~.orrow.
From the ~tate~ents so far filed and reviewed it
appears that Consolidated's approach will be that little
cigars are less hazardous than cigarettes; that it 18 In
the public interest therefore to advertise llttle cigars;
that restrictions on little cigars not founded on sound
sclenti±ic bases ~,,ould be harmful not only to the cigar
industry but to the cigarette smoker ~,;ho might be tempted
to switch to the safer alternative of little cigars; and
that the net effect of a ban on TV advertising of l~ttle
cigars would be to reward ~,,~INC~IESTER for violating, according
to its critics, the 1969 statute in view of the fact that
WINCHESTER has had seven ~onths or r:~ore of natlonsl TV
exposure.

cigars ~anufactured, iron, fermented cigar tobaccos are less

l{e will also state that the chemical differences furnish
a logical explanation for the difference in health effect.
