States: "Because statistical (epidemiological) studies have reported that smokers develop lung cancer and certain other diseases more frequently than non-smokers, we acknowledge that smoking is a risk factor for such diseases. The Institute believes that the public is aware of the reported risks of smoking, of the government health warnings on cigarette packages and of the widely publised opinion of many in the medical community. Adults are able to make an informed decision whether or not they wish to smoke." Includes editing in marginalia.
