Acknowledges "smoking is a risk factor" for "lung cancer and certain other diseases" in smokers but disputes "[w]hether this statistical association should be considered a causal relationship". Indicates Tobacco Institute of Australia (TIA) "does not share" the "predominant opinion of the medical community" regarding causality. Suggests lung cancer causal mechanisms are still open to debate in medical community. Concludes adults "are able to make an informed decision whether or not they wish to smoke" given public awareness of "reported risks", existence of warning labels, and "widely publicised opinion of many in the medical community".
