2. NKWSBUREAU
B-M confirmed official launch date as May 9.
Cynthia yon Maerestetten requested clarification
of Newsbureau function following questions from
PMI. .,.,.~
Jim Lindheim defined the Newsbureau as an
operational resource to get news around Europe,
(e.g. getting publicity about the Hen-Ry
campaign outside of ~enmark). Newsflow is
the tactical arm consisting of collecting and
generating materials for proactive media
placement per market.
The Newsbureau acting as an operational
resource, will input/output information collated
on a pan-European basis, create new "news"~
monitor issues, disseminate media stories etc.
It was agreed that Newsbureau's function would
be fully evaluated as the various market
programmes a~:e up and running.

Action
B-M outlined latest update from pan-European
PR agencies concerning implementation/use of
Newsflow:
Belgium:
Will be on stream with captive media lists by
month end. David de Courcy Ireland P-M spokes-
person. B-M London to clarify on whose behalf
the information will be disseminated (e.g.
Philip Morris International Newsflow).
France:
Decision now reached with CDIT that B-M will
take initiative and disseminate (keeping them
fully informed of activities). B-M London
to clarify spokesperson/on whose behalf will
material be sent out (e.g. Philip Morris
International Newsflow).
Paul Maglione requested French national be
allocated to media work. B-M London to discuss
with B-M Paris.
Germany:
Currently no media relations work by B-M,
although P-M corporate affairs have been very
active. PMI, P-M/EEC and B-M London to review
situation.
Also, to consider using the Science Awards
outside of Germany.
Italy:
Investigating captive media, but long lead times
in this sector. Paul Maglione to send Cynthia
yon Maerestetten clips.
The Netherlands:
Not participating at present, but initial
interest in Larry Holcomb visit. It was agreed
that lobbying was strong in this market, and,
maybe in due course a publicist was necessary.

It was agreed that EEC priorities currently are
Belgium and France. B-M London to continue to
push.

Denmark/Norway/Sweden:
Meeting to be held to discuss implementation.
It has been agreed that Tore Dinesen will be
Scandinavian co-ordinator.
Stig Carlson reported that it is hoped to
issue materials via smokers rights groups, and
that media outlets and named individuals are
are being identified.
Feedback from B-M offices indicates materials
are being incorporated into current projects.
In addition op-ed pieces are being prepared
in Sweden and letters to the editor via Hen-Ry
in Denmark.
Turkey:
B-M reported that contact had been made,
together with response options to THY initiative.
Jim Lindheim/Robert Minton-Taylor actioning and
will keep Bernie Robinson informed.
Switzerland:
B-M reported that a monthly piece would be
developed for placement by a freelance
journalist.
Cynthia yon Maerestetten received a copy of
minutes from a recent meeting.
It was agreed that the Newsbureau's function should
be a priority in the Nordic countries. Client is
supplying new contact list.
Daily Newsline:
After general discussion it Was also agreed that
Daily Newsline, should be called Philip Morris
International Newsline.

May Newspac:
The first section of the May Newspac was
presented at the end of the meeting. Charles
Lister requested that he receive the complete
Newspac at month end to make clearance easier.
In addition, it was confirmed that his legal
comments were incorporated but more general
ones would only be included if other contacts
within the clearance system raised the same
points.
Cartoons:
B-M confirmed receipt of two sets of cartoons
from the US, some of which can be used in the
European market.
B-M to forward cost of UK cartoonist on retainer
as P-M "property" to Paul Maglione.
Budge t:
B-M to extract proportion of Newsburerau costs
visa vis remainder of project programme and
forward to Cynthia yon Maerestetten.
3. THE NORDIC AREA
Smokers Groups::
Proposed press initiatives proceeding towards
29 May launch. B-M London to liaise with
Stig Carlson and B-M offices for update.
Translation:
B-M London confirmed that translation facilities
were being looked at. B-M Scandinavia would be
responding to Stig Carlson.
Smart Promotions:
copy for the Defence of Marketing Freedoms
brochure is currently awaiting legal clearance
in the States, before decisions can be reached
on appropriate marketing response.

Its subsequent use was discussed, and there
may be a possibility of using as part of the
Libertad programme (see 3 below).
Client to keep B-M informed of progress.
Finland:
AMER Tobacco visit the US on June 9th. There
is an urgent need to obtain press coverage.
B-M London to liaise.
B-M London confirmed attendance at presentation
to Mr. Jukka Ant-Wuorinen on Friday May 19 in
Lausanne.
4. LIBERTAD
Paul Maglione to respond with details to B-M,
with the London event provisionally scheduled
for late September.
Paul Maglione to discuss whether Marketing
Freedoms brochure could be used, also to provide
two sheeter bullet points on the conference
to Bernie Robinson.
5. BIEVA
B-M confirmed that Belgium, France,
The Netherlands and Italy were participating.
Materials had been despatched, and, each
individual market had already been in contact
with their Hiross representative.
Stig Carlson had requested (at a separate
meeting) that the support package be forwarded
to Dr. Ma!mfors via C&B for comment. Once
received, a decision on EEMA inclusion will be
made.
The video tape was discussed. Cynthia von
Maerestetten expressed concern using the
Dr. Koo section, until her paper is published.
B-M pointed out that it was likely - given the
tape's contents - that it would be only for
internal reference use only. B-M to ensure
that participating offices are aware of this
point.

Hiross/Nisses Working Relationship:
This was discussed in detail including
meetings in ]Lausanne and New York.
Cynthia yon Maerestetten to investigate - and
advise - PMI official response. It was noted by
all that consultative fee levels should be
carefully monitored. Also, that ideally
co-partnership activities should be undertaken
on a project by project basis.
Paul Maglione to firm up on Hiross relationship
and it was agreed that B-M London should proceed
with High Tech conference support.
Stig Carlson requested that he should be copied
on any materials.
Hiross Video:
B-M presented Hiross video recommendation.
Client to respond.
6. COURTEOUS SMOKING
B-M presented recommendation paper. After
discussion it was agreed that the telephone
survey would not be necessaJ:y.
B-M London to source names and addresses of
chief executives of the world's 1,000 largest
companies by sales and the top 500 companies in
western Europe by employees.
It was agreed that the lists will be circulated
to P-MI, P-M EEC and EEMA for checking and
additions.
Details of the benchmark survey to be included
in the mailing. Included in the package will be
a personally signed letter by Mr. Buzzi.
7. ETS/MEDIA SEMINARS
It was agreed that provisional first dates
would be late August/early September with the
first one taking place in Finland and the second
in Stockholm.

names in the Nordic area. Bernie Robinson
directed that John Guarino should be a spokes-
person.

RESTAURANT PROGRAMME
Cynthia yon Maerestetten requested that
evaluation of Australian programme should take
place first. This would be ready by mid-June.
In addition, a case study would also be available
for further market use.

12. ETS/AIRLINES
B-M presented update on Larry Holcomb tour.
It was agreed by client to:
Implement a follow up media tour for
Dr. Holcomb
Extend ETS/Airline debate to include hotels
and airport executive lounges
- Develop plan to publicise SAS report
Develop plan. for IFAA meeting with
Covington & Burling
Develop plan for selling-in to key pan-
European publications story on THY
expansion/improvement plans
In addition, in liaison with B-M London, B-M
offices in Norway, Sweden and Denmark are working
with Stig Carlson to draw up an action plan for
the Nordic Council.
13. ACTIVITY REPORTS/INVOICES/CONTRACT
B-M confirmed that the March invoices, together
with supporting activity report were being
despatched by w/e May 19.
Jim Lindheim presented three separate contracts
for P-MI, P-M EEC and F-M EEMA and requested
client response by July 1 latest.
