Abstract
Transmits Ford's memo "intended to describe the various CTR-sponsored projects concerning the action of nicotine (referred to as the CNS work)" including statement about contibutions of smoking to "individuals in their daily life". Indicates, per Washington meeting, Council for Tobacco Research (CTR) member companies agreed that "with the exception of the work being done by Dr. Abood", CNS studies have commercial development implications and are "not be conducted under CTR auspices". Notes individuals who agree with CTR decision and those pending judgment. Relates to Bates 1003718505 (attachments missing).
