I have also included cop~es of some of Dr. Seltzer's more recent

publications concerning certain aspects of the smoking and health

controversy.
Jules, as you know, while there may be a number, of out-
standing scientists throughout the world who share all or..portions
of Dr. Seltzer's views, most are reluctant, for various reasons,
to do so publicly. . The recent "attacks" on Dr. C-io Gori demonstrates
the type of reaction that can be anticipated when any .scientist
deviates from the "antismoking party line." However, there are
some scientists who are willing to publicly present their views
and opinions concerning smoking and coronary heart disease, and I
enclose a few copies of such articles. Lastly, you may be inter-
ested in the statement of Dr. Theodore Cooper, then Assistant
Secretary for Health, found in the hearings before the Subco:maittee ~,~
on Health in 1976 (page 183). When asked by Senator. Hart if
c.igarette smoking causes heart disease, Dr. Cooper replied, "No."
Dr. Cooper went on to say that "I think to be absolutely candid
with you, the risk factor does not mean cause.'.' ~.
