I enclose a copy of Dr. Theodor D. Sterling's re-
port, "A Critical Reassessment of the Evidence Bearing on
Smoking as the Cause of Lung Cancer.." Distribution for the
time being should be limited.
This was just received and Ii understand thak copies
have been sent to the American Statistfca,l Association and
the American Association for the Advancement of Science. T.he
report is well' worth reading an,dl forms th,e basis, a.s w.e hav.e
- previously indicated, for various future activities proposed,
Dr. Sterling.
Among t~es.e is a strong effor.t to get the: American
Statisti.cal Asso:c~iation to reexamin,e what Ster'lin~g calls the
antece~den£s of l~ng cancer. It ~a:s bel~eved that this~ could
involve the development of a set of guid~lin,es for possible
future population studies.
We: have now heard, from a n~ber of sources:, that
~he American Cancer Society has "rea~ctivated'' H.~O:n:d's earlier~
~ar~e-sc.a,le_ study and will reexamine a.ssocf~tions involving
lung cancer a,n,d oth~er d:iseas~e:s. Copies of ne:~s articles re-
porting on th~s are en~closed[.

There are a' n~ber of possible explanations for
thurs. ~on,g them, certain~y, ~s the. in,creased in~terest ~n
the: effects of air pollut~on.
Dr. Sterling i.s concerned, rightly so fn our op~nzon,
that the ~erican Statistica.~ Associa:t:fon, if it moves a;t all,
may not act in; time to affect th,e KC.S action.. Dr. Sterling
wou~d like., therefore, permfssion to use the approxfmately
$20,000 left over from the special project gran~ provided to
obtain and preliminarily examine, the Ha~ond da£a to reconv.ene
the panel which he used in that instance and ask them about
g~delines which could be usedi in developing adequate larg!e-
scale population studies. (:T.he: adviso~ry pan,el to that project
