FINAL The cigarette manufacturers have-entered into these agreements with the Federal Trade Commission to resolve a long standing controversy with the Commission. As shown by the Answer submitted by each company in response to the complaint, the various manufacturers categorically deny the charge that smoking has been proved to be hazardous to health as well as all other allegations in the complain,ts. The manufacturers believe that their advertising is truthful. The companies determined to resolve this matter by negotia- tions with the Commission rather than by protracted and costly litigation.
