[Regarding CTR Meeting on November 17, 1971]
Abstract
Comprises minutes from meeting at Council for Tobacco Research (CTR) to discuss several projects: (1) publication and accessibility to "confidential" CTR files by industry and via subpoena. References "Red Book" files, "increasing litigative risk" of research activities, and necessity for "oral reports"; (2) Discusses new scientific leadership at CTR; (3) Mentions Reynolds lawsuit in Philadelphia with "[a]llegation of addiction; (4) Details study of determinants and biologic effects of gas and particulate phase smoke deposition in mice, including filtration, water saturation, and manipulation of particle size in Kentucky reference cigarettes. Relates to Bates 1000041926 (see "Quotes" field for complete transcript of this handwritten document).

CTR Nov[ember] 17, 1971
Ramm Hoyt Yeaman B&W [Brown & Williamson] lawyer Bryant Hughes Spears Senkus Hetsko Hardy Janet Brown Jacobs RJR [R.J. Reynolds] lawyer
Ramm - Reaction to book, to presentation - Be as informative
Will make an annual statement - Will have to [be] done carefully ipso facto. It's the Scientific Director's report - will be checked by lawyers.
Yeaman - Would like precision w/ [with] what research objectives are and what is the response
Ramm - Company files could be subpoenaed - Yeaman not valid past
Jacobs - Give credence to have evaluated results in co[mpany] files
BW [Brown & Williamson] lawyer - Can member come & look at CTR [Council for Tobacco Research] files?
Ramm - Probably not - meeting as yesterday - Agreed Interim reports - Have some statement. Have instances before publication where objectionable statements. Senkus - Will results be given - Ramm - When published in Red Book - statements of investigators in their own language [?] for give definitive statement re Red Book shortly.
Jacobs - Drive to provide greater info[rmation] without increasing litigative risk [unreadable word] oral
Hetsko - If CTR [Council for Tobacco Research] is independent - stay out so as not to influence results. If [unreadable word] - he would have [unreadable words] reading everything.
Hardy - Problem not a difficult 1. Any[one] who wants to [unreadable word] can subpoena CTR [Council for Tobacco Research] 2. Kept confidential 'c' [with] investigator
- Grants are confidential
Brown - CTR [Council for Tobacco Research] are experts - not companys [sic]
Ramm - Setup meeting for oral repts [reports] if subject is brought up (request info[rmation]) or
Yeaman - Would like to know about any subject in file.
Hetsko - Competitive portion.
Yeaman - Concern whether CTR [Council for Tobacco Research] is doing sufficient. Needs info[rmation] to make evaluation of CTR.
Ramm - Doing cancer? Doing cardiovascular?
Yeaman - Will have suggestions re[garding] next meeting
Hetsko - 2 day work [unreadable word] / total 4 days/yr [year]
Ramm - Brief exec [executives] on what happened yesterday. Execs meet Jan[uary].
W.V. Gardner
Ramm - Sci[entific] Dir[ector]. [unreadable word] SAB [Scientific Advisory Board]. Will attend SAB in Dec[ember]. Title for next 12 month[s] ([unreadable word] and July) was sole [unreadable word] wants to be advisor July 1-7/73 - had operation hernia cleared with Yale [University] on basis of being a consultant [?] - object if he were director (part time).
Add to scientific staff - late 40's/under Hockett. A biochemist/last year c [with] [unreadable word]/[unreadable word] consultant. Managed large lab[oratory] Edward Brachure [?].
Jacobs - Reynolds in Phila[delphia] have filed a suit. Med[ical] Exam[iner] in Phila[delphia]/MD + lawyer. Allegation of addiction. [Unreadable words] smoking. See servers - Jacobs - Ramm / Cahill? on SAB [Scientific Advisory Board].
AMA-ERF [American Medical Association-Educational Research Foundation] - reaffirmed commitment.
Holtzman - make better Ann[ual] Rep[ort]
1. Write operational manual 2. Get on site + repeat experiments. Charlie at [unreadable word] + will assist. We will supply ad hoc help. RDC 3. Charlie has written protocol. 4. Will yield chem test to evaluate amount of material.
Comment on proposal by Nystrom.
Alex Spears - Additional info[rmation] studies on mice deposition (DCBP) relationships on exposure conditions. Additional data - see chart. H2O sat[urated] air appears deposition has dropped (dropped 35%).
Same condition.
2. Data pts. [points] different concentrations/exp[osures] 28 sec[onds]/puff. Linear relation[ship]/conc[entration]. Y axis expanded.
Stabilize particle size by using H2O sat[urated] air
Exp[eriment] that dict[ates] smoke behaves as ordinary cig[arettes] regarding filtration
TPM [Total particulate matter] in filter (50% efficiency). However - resp[iratory] deposition/[unreadable word] dispersed particles. Smoke behaves as physiol[ogical] particle size in excess of 1 micron size. Alter particle size by dilution +/or [unreadable word].
Will do exp[eriments] Lorillard machine: Dry air as diluting air + age 15-20 sec[onds] before exposing animals. Same time as delay in particle size measurements. Rapid evaporation.
Particle size/based on lit[erature] values On deposition in bronchial size Argument for particle size based on animal deposition.
Cannot hold conditions to give range of particle size.
IMP - Proper conditioning of cigarettes. Standardize conditions for inhalation.
Spears 1. Is there a difference in the tracer technique? 2. Is there a difference in the tracer materials?
Lisanti - test machine as is.
Exp[eriment] - What are the variable[s] - Smoke conc[entration], Humidity.
We could get a machine.
Dotiacantake [?] - will/could
What tag/cigarettes. 100 [unreadable word]/cigarettes.
Our Kentucky reference [cigarettes] - Spray [?]
Lorillard will prepare dichloro. Send identical material - Same refer[ence cigarettes {?}] 20
