[Rylander's Proposal for 'Workshop on Effects of Tobacco Smoke on Nonsmokers']
Abstract
Recalls Committee of Legal Counsels at Tobacco Institute previously rejected proposal from Rylander for "Workshop on Effects of Tobacco Smoke on Nonsmokers" and notes endorsement by Kornegay, Holtzman, and Wakeham "to get eminent medical experts to define indoor conditions under which cigaret [sic] smoke...is not hazardous". Refers to Yale Law Journal paper "which abounds in exaggerations and innuendos" regarding tobacco. Recommends Philip Morris fund it alone and cites precedent for unilateral support of medical conferences in examples by Lorillard in 1965 and 1970. Suggests alternative approach is sponsorship by "P.M. Europe in Geneva" to "overcome the apprehensions of the legal group".

Please recall my memo of July 11 to Mr. Hokzman regarding the proposal :

• Nonsmokers." You may know that the Committee of Legal Counsels con- .
stdered this proposal at The Tobacco institute on July 17 and rejected support
Messrs. Kornegay and Hokzman agree with me that it would well serve the
industry to get eminent medical experts to define indoor conditions under
which cigaret smoke in their best judgement is not hazardous. That is the
kind of conclusion which came out of the sonic b%~m study. We would expect
the same here. Our great need is'emphasized by the paper you sent me from
• the Yale Law Journal which abounds in exaggerations and innuendos.
In view of the T.I. group rejection~ I recommend Philip Morris Incorporated
support the workshop alone. We have a precedent for such unilateral' support
in the two medical conferences sponsored by the P. Lorillard Company in
1965 and 1970:

Another approach, which might overcome the apprehensions of the legal group,
would be to have the Rylander Workshop sponsored by P. M. Europe in Geneva.
