As you know, we have previously, funded~ research
at the Franklin Institute in connection with Dr. Carl
Becker's claim that h.e has isolated an allergen ("glyco-
protein") from tobacco smoke. This research, wh.ich. ~as
done under the aegis of Dro R~ussell Stedman, i1~dicated
that Dr. Becker's materia:l includ'ed a substantial artifact.
Several months ago we authorized additional re-
search at the Franklin Institute at an estimated cost of
approximately $.19,000. The purpose of this research was
to tie down certain d.eta~is regarding the Becker method and
to characterize chemically the artifact yielded by Dr.
Becket's method. Dr. Stedman and his colleagues: at the
Franklin Institute have completed this phase of the research.
Based upon their preliminary chemical characterization of
the artifact, they believe that it may well he biologically
active and that it should be tested, perhaps in the same
assays used by Dr. Becker, for biological activity. I have
discussed this matter with Dr. Salvaggio at Tulane, as well
as other researchers, and they are eager to obtain some of
this artifact for biological testing.
• Accordingly, I ha.ve solicited from the Franklin
Institute an estimate of ti;e cost of their generating 25
milligrams of artifact for shipment to Dr. Salvagglo and

other researchers. Frankl~n Institute has estimated this
additional work to cost approximately' $7,700 (see attached
letter of John R. Stover). I have reviewed this matter
with Dr. Stedman, as well as industry scientists, and they
are of the view that the $7,700 that Franklin is seeking
for the generation of this amount of artifact is not un-
reasonable.
I have discussed this matter with Dr. Gardner
and with Bill Shinn and they are of the view that this is
a worthwhile project.
I recommend the approval of this project and
would appreciate your response in this matter.
