There is enclosed the latest draft of a memorandum
and related materials with respect to a strategy for respond-
ding to the release of a report by HHS on cigarette ingred-
ients. This reflects a number of comments and suggestions
by the companies, product liability counsel and our
consultants with respect to the earlier, April 12, 1989 draft.
We are also sending the enclosed draft to the Committee of
Counsel. Please review the enclosed draft, and let us know if
you have any further comments.
