Enclosed you will find copies of statements to be
placed in the record of the "tar" and nicotine hearing,s by
Senator Marlow Cook. I understand, in talking with the
Senator, that he intends also to place comments of his own.

The response we prepared on smoking an,d nonsmokers
was forwarded to Senator Cook by Horace Kornegay during the
hearinqs and this paper will appear in the record. As you
will recall, Senator Moss invited the inclu.sion of certain
literature contrary to the Surg:eon Genera:l's position and we
" anticipate that a considerable amount of material will be
furnished in response to this request. I am also advised
that a letter to Dr. Yerushalmy was sent by Senator Cook's
office pointing out that Dr. Yerushalmy's work was criticized
by Dr. Horn. and inviting comment.
Horace sent you., on February 14, a copy of the re-
port "Environmental Pollution Effects on Hea:lth," which was
transm&tted by a Presidental message on January 31. I have
had a copy of this delivered to Dr. Theodor Sterling for his
comments. Horace and I have discu.ssed the report in some
detail.

We understand~ that the project either has been given the go-
ahead by Dr. Gori or is likely to receive it. What will the
industry's position be in the event this receives considerable
publicity? Should the research directors who serve on the To-
bacco Working Group send a letter setting forth their position?
If no response is made, would the indUstry's silence confer
approval?
I believe you will be interested in the enclosed
articles which appeared in the February 14 issue of JAMA.
