MEMORANDUM TO THE FILE:
Hickey - CTR Special Proiect
I discussed Bill Shinn's letter of March 25th with him by
telephone on March 30th. Because of the time problem reflected
in Shinn's request, and without prior discussion with Spears or
Judge, I agreed to Lorillard's participation in the $i0,000, 90-120
day "stop-gap" authorization -- with the understanding that we
would be furnished with complete details when the complete request
for additional support is forthcoming.
I asked Shinn why some of these SpecialProject requests come
through at the very last minute, and he explained that Alex Holtzman
was supposed to be handling the matter with Hickey but failed to
follow through.
