Re: Richard J. Hickey--CTR Special Project
Dear Arthur:
Please excuse my delay in responding to your letter
of January 20, 1976, regarding the above Special Project. We
have talked to Dr. Hickey about the questions contained in
your letter and also the matters raised in Dr. Spears' memo
of J,anuary 12, 1976.
All companies (except Liggett & Myers) have approved
the proj,ect.
We have talked to Dr. Hickey about the computer
cost allocation in his budget and he gave the following
explanations for the budget figure of $1,200:
i. There was a strong effort made to keep his bud-
get close to the yearly levels of his previously funded Spe-
cial Projects;
2. Some preliminary computer analysis of the data
has already occurred; and
3. A significant portion of the new project will
involve data acquisition rather than analysis.
Certainly Dr. Spears was correct in h.is observation
that the computer analysis allocation for the present project
is low. However, Dr. Hickey believes that he will be able to
make the necessary adj,ustments or reallocations within his
budget to obtain additional computer time if that becomes
necessary during this year of support.

While we do not have any commitment for additional
years of support, we would want to be free to make a decision
for future support after an evaluation of the progress made
under the present project.
