The work described in the proposal is essentially
a continuation of Dr. Hickey's research studies which were
supported as a C.T.R. special project during 1977-1978. Dr.
Hickey also proposes to examine (i) contribution of viruses
to risk of development of cancer, heart disease, and other
illnesses; (2} California state air pollution and other data;
and (3) a theory that genetic and other biological damage from
pollutants is persistent and cumulative over time, with con-
sequences contributing to risk o.f chronic disease, mortality,
such as from cardiovascular disease. Dr. Hickey prepared! a
statement on p~blic smoking which was submitted to the record
for the Washington hearing held in September, 1978. Addition-
ally, in the past year his research group has had two papers
published and has submitted several others for publication.
Although a substantial body of data on air pollutant
chemicals has been collected, there is still a significant
amount of work to be completed. We believe that the research
of Dr. Hickey's group is important and we are satisfied that
Evelyn Bowers is a necessary member of the research team..
We recommend approval of Dr. Hickey's proposed budget of $69,161.00.
C.T.R. has been advised of the proposal and feels that it is
worthy of support.
Please let me kn~ of your decision at your earliest con-
venience.
Sincerely yours,
Donald K. }Ioel
