AUGUST 31, 1981
Dr. Rylander traveled to Kansas City arriving on
Saturday evening, August 29. He and I met during ~he day on
Sunday, August 30, and again during the morning of August 31
prior to his departure for return to Europe. On Friday, August 28,
we had received his pre!imLnary thoughts on the make-up of the
proposed seminar, suggested invitees, etc. I had ~he opportunity
of reviewing Dr. Rylander's initial proposals wi~ Bill Thompson,
Pat Sirridge and Bernie O'Neill.
The following reflect ~he "highlights" of my discussions
wi~h Dr. Rylander:
I. Dr. Rylander prepared a brief memorandum "for internal
use only" conce_~ing the workshop. His major point was that he
~id not feel i~that the workshop could or would be in a position to
give environmental tobacco smoke a "clean bill of health." However,
Dr. Rylander ~id believe that he could bring a healthy skepticism
to the conference and some of the claims being made about environ-
mental tobacco smoke. There are certain risks involved in any
such undertaking but in view of all ~he circumstances he and I
both felt that ~hese "risks" could be minimized.
It is Dr. Ry!ander's intention to continue his work on
a general ove-~view paper that would be used as the introduction
to the conference. We will be able to work with Dr. Rylander
on t~.is document once he has it in draft form. In addition,
Dr. Rylander and I will work on review or discussion papers for
each of the sessions of the proposed workshop. These will be
distributed approximately a month or so prior to the scheduled
workshop for review by all participants and the individual session
chairmen. Following ~he conference, Dr. Rylander hopes to have
~he review papers in completed form together with ~he conclusions
which he and the rappcrteur will prepare. We will have an oppor-
tunity for inpuz into this doc'~ment also. The conference proceed-
ings will be ~hen submitted tc an appropriate journal for publica-
tion with'in two months following ~he close of the .conference and
for publication as soon ~hereafter as possible.

3. Location of conference. If t/le University of Geneva
is selected as ~he sponsoring ins{itution, then Dr. Rylander believes
that it would be appropriate to have the workshop in Geneva or
nearby. This would be considered as a neutral ground, especially
for Americans. It would also be appropriate since there is no
American co-organizer working wi~h him. The only negative aspect
would be the possible increased travel costs for American partici-
pants who presently comprise about 50% of the invitees. Other
possibilities would include the United States (Tampa, Florida,
Hilton Head, South Carolina, etc.). The advantages would be a
possible savings in travel costs and ~he U.S. location for what-
ever benefit that might be. Negative considerations would be that
a U.S. workshop would de-emphasize ~he University of Geneva spon-
sorship. It miqht also increase ~he attention given to the U.S.
indus,! as being involved wi~h ~ne conference.
Bermuda could be considered as a viable alternative as a
repeat of the f.~st workshop, neutral in loca~ion and an attrac-
tive place. We could not determine any real negative aspects of
holding the conference in Bermuda.

4. Timing. Approximately six months following ~he final
"go-ahead." Target is March-April, 1982. However, if we await
making final decision too long, it might postpone ~he conference
until the fall of 1982 due to late spring and summer vacations
for participants.
5. Budget. Will be determined by the location and
number of participants. Rough budget at ~he present is $80,000
assuming a Geneva location and approximately 25 invitees. Further
specific details can be developed once a final decision is made.
6- Acknowledged sponsor. Dr. Rylander believes ~hat
CTR would be an appropriate sponsor. He did not feel that there
would be any assumption of pre-commitment by CTR to any possible
research proposals emanating from the workshop. Since CTR is a
recognized independent research institution, he feels this source
of funding would be much preferable to the Tobacco Institute. In
addition, Dr. Rylander pointed out that in the various news articles
surrounding ~he Hirayama article the Institute was referred to as
the "lobbying arm" of ~he U.S. tobacco indus~-y. Therefore,
Dr- Rylander felt that ~here might be, in some circles, some
opinion that money coming from the Institute for such a conference
was possibly "tainted." Dr. Rylanderalso felt that acknowledged
sponsorship from individual supporting companies would be prefer-
able to sponsorship by ~he Tobacco Institute.
