This memorandum is addressed to you due to Mr. C. F. Hetsko's
absence from the office.
Attached is a copy of a memorandum I received this date from
Mr. J. H. Hager, Research and Development Director, on the subject
of a special Council for Tobacco Research project, "Conference
on the Motivational Mechanisms of Cigarette Smoking," and its
enclosures. Please note that the second paragraph of Dr. W. L.
Dunn, Jr.'s letter of October 16 implies that The American Tobacco
Company is one of those having agreed to underwrite this special
CTR project. I know of no such agreement; however, I have asked
Mr. E. S. Harlow to inform me as to whether or not he knows of
any such agreement and, if necessary, to check with Dr. Dunn to
substantiate the fact that such a commitment has been made.
I also note that on June i0 Mr. Harlow addressed a letter to
Mr. Hetsko and enclosed Dr. E. C. Cogbill's report on the meet-
ing of the Industry Technical Committee held on June 2, 1970.
The first paragraph of the last page of that report is captioned
"PROPOSED CONFERENCE ON BENEFITS OF SMOKING." My file reveals
nothing further on this subject.
I will appreciate your informing me whether or not you know any-
thing about a commitment having been made and the attitude of
counsel toward our participation in such a project.
