Matters Arising From Previous Minutes
a)
In clarification of Minute 10 of the last M, P. D. C.
meeting (December 20th, 1978}, it was pointed
out that R. & D. are making a three year grant
to Dr. Booth of Birmingham University. It is
anticipated that a programme will be developed
by July of this year. Dr. Booth is a psychologist
working in the area of food flavourings and their
perception.
b)
Samples of tobacco extracts from Bertrand
Freres were examined briefly, and Southampton
will be developing a programme with the
possibility of flavour enhancement of low delivery
cigarettes in mind.
PRODUCT DEVELOPMENT GROUP PRO/ECTS
Dr. Haslam outlined progress in the P. D. G. 's current
major projects, details of which are already given in the
Minutes of P. D. G. Meeting No. 36 of llth January. 1979.
Members are asked to refer to these Minutes on points
of detail. Items of particular interest which arose in the

course of discussion were as follows : -
a)
The question of Product Development Seminars
was discussed, and, in particular, their
effectiveness in generating specific courses of
action in the market-place was queried. In
order to achieve greater marketing effectiveness,
it was agreed that future Seminars should be
directed more towards the "decision makers",
particularly in the marketing area, rather than
directly to Companies' technologists, as has "
been the case hitherto. It was noted that the
forthcoming European Seminar has, in fact,
been planned with this in mind.
b)
Attention was drawn to the deliveries of many of
the Group's international brands, and to the fact
that in several instances these are sufficiently
high to leave the brands' positioning noticeably
exposed in a potential league table situation. It
was felt that firm guidelines on delivery levels
should be established, and that the Group should
be le'ss conservative in its approach to the
reduction of the deliveries of international
brands. Disparitiesin tar/nicotine ratios around
the Group are also an unwelcome feature of
current products, and steps will be required to
remedy this position. The development of
appropriate guidelines will call for concerted
action on the part of Marketing Services, the
I. B. U. 's and all relevant territorial advisers.
c)
In discussing Project IGOR, it was agreed that
Lord Hunter might reasonable be asked, possibly
by the Industry, to give his views on the stance
taken by Gori in the States. It was also noted
that Dr. 1M. A. I-L Russell has made the point
privately that he would lend qualified endorsement
to cigarettes which he felt to be modified in the
right direction.
d)
G.R. & D. C. 's recent contract with Cambridge
Consultants Ltd., which is aimed at the development
of ink jet printing techniques for the masking of
test products, was briefly described. The contract
is expected to run for approximately three months
but it was noted that unfortunately acceptable
white inks are not likely to be developed.

The potential importance of sznoker compensation
was highlighted by the Southampton observation
that one smoker (in a puff duplication experiment)
had successfully obtained a yield of 2 rag. of
nicotine from a POINTER-style cigarette (which
under norinal machine smoking conditions usually
delivers approx. I0~ of that amount of nicotine).
Two cocoa replacements have been developed in
Southampton, one of which meets the requirements
of the Hunter ~uidelines. The other is regarded
as more attractive and it may prove desirable in
due course to seek Hunter approval for the latter.
R. & D. are developing a programme to exploit
the possibilities inherent in the use of expanded
tobaccos.
SIDESTREAM SMOKE
It was agreed that the previous Minute (see Page 3 of
Minutes of 20th December meeting) was valid, although
there is now a case for drawing a clearer distinction
between actual sidestream yields from cigarettes and the
ambient atmospheric levels of certain substances
produced in the sidestream. R. & D. hope to have
perfected the determination of ambient nitrosamines
later this year and further clarification will be developed
on the distinction between sidestream production on
the one hand and ambient levels of irritants on the other.
MOLINS ONE-PIECE PACK
Mr. Pritchard reported that a satisfactory position has
now been reached in discussions with Molins and it was
agreed that this item need not feature in future agendas.
It was also agreed, however, that the Group should now
be advised through the medium of the Quarterly
Manufacturing Bulletin, that this development is now
approaching availability.
FUTURE PRODUCT DEVELOPMENT ORGAN~ATION
Dr. Green stated that proposals had now been made to
the C. P. C. through the T. E. C. o and it is anticipated
that these will be implemented shortly. • Further details
will be given following the next M. P. D. C. meeting.

SAMPLE MANUFACTURE
There will be some further expenditure on primary
equipment in G.R. & D.C. but no significant increase
in sample manufacturing needs is anticipated in the
foreseeable future. General advice on sample
manufacture, when approved by M. P. D. C., will be
distributed to Assoicated Companies under the aegis
of the P. D.G. (Mr. Kangis).
ACROLEIN AND IRRITATION
It has not been established that acrolein is the sole
cause of perceived irritation, nor is it felt that a league
table of cigarette acrolein deliveries would necessarily
reflect the order of irritation in which they might be
perceived by the smoker. Nevertheless, a need is
still felt for a wider knowledge of the rel~tionships
which may exist between tobacco types and perceived
irritation and, therefore, an appropriate programme
will be established in Southampton.
The need for a clear appreciation of current knowledge
of combustion and pyrolysis in cigarettes was noted,
and an appropriate presentation will be arranged for
M. P. D. C.
M.P.D.C. Budget
'It was reported that M. P. D.C. expenditure to the end
of 1978 was in line with Budget, though the possibilil-y
of some further expenditure was noted should the
BROLANI/TINIER/I]:EADLAMP series of test be taken
to the longer term testing now under examination in
Market Research Department.
PHYSICAL MEASUREMENTS ON CIGARETTES
It was agreed that the information now gathered in
Marketing Services and from Assoicated Companies
would be collated to product a single working paper
relating test measurements and consumer complaints.

Group brands. A apecific study will now be made to
optimise Group procedures, with specialreference to
international brands, but not overlooking important
national or regional products. The project will be
co-ordinated by the P. D.G. and the project leader
will be Dr. Fordyce.
REPORT RD. 1630-R
This report provoked some discussion on the control
of sidestrearn smoke by modification of the cigarette
paper but it was emphasised that the work remains at
a preliminary stage.
