Dear Jim,
I am enclosing a me~randum entitled "Su.~gestions for
Coordination of Research amongst the Research Centres of British
/~erican Tobacco and Associated Companies", which I would like to
have included in the agenda for the next Group Research Meeting.
I might say that these thoughts were put down in a memorandum in
January for internal discussion before we were aware of Bob Sanford's
commentary on group research, so that our proposals were not in-
fluenced in any way by Bob's memorandum.
If you are in agreement, I would suggest that this memo-
randum be circulated to each of the representatives attending the
Conference well in advance of the Conference, in order that each
person wil] have had ti~e to determine his company's policies to-
wards some form of coordinated research, its desirability or un-
desirability, and the extent to which his laboratory would be
willing to participate. [ would think that with such preparation
our discussions at the next Conference will be much ~re fruitful.
Criticisms and alternative suggestions would be welcomed.
Assuming that all, or most of the companies, agree in
principal with our proposed approaches to coordinated research, I
would suggest that the Conference take the first steps, as described
in No. I in the attached memo, to determine which projects should
be conducted on a coordinated basis and to lay the foundations for
them to proceed. Such planning might require a day or so following
the main conference. I would suggest that the nu~er of projects"
to be coordinated be kept to say not more than four or six for the
first year or two, in order to assess the success or othen~ise of
the scheme. These projects should be chosen in such a way that
they fall into different sections of the Research and Development
Departments such as reconstituted tobacco, filling power improve-
merit, biological assays, subjective assessment, machinery develop-
ment, packagino, etc. A very tentative list of projects which ]end
themselves to coordination is enclosed.
