Thank you for your letter of December IS, 1977.
I believe :hat this letter will brinE to an end the
need for future correspondence on the list of additive5
which may be used in the reconstituted tobacco process.
Using my item numbers:
~8) Urea: lqe will remove as you requested.
(i0) Cade Oil: Cade Oil will be limited to i00 ppm.
I have reworked the "Table of Possible Additives to
Proposed Reconstituted Tobacco" to reflect our correspondence
on this subject. ! hope that the reworkcd list will suffice
in "setting broad upper limits for the levels of their
incorporation and assembling a sufficiently wide list of
useful and acceptable additives w~thin which the product
specification or specifications will lie."

to the Philip Morris R ~ D Center in Richmond.
