During the period April 20-23, 1982, two important meetings were
held at The Council for Tobacco Research (CTR):
I. Meeting With Microbiological Associates (MA) Representatives,
Tuesday, April 20, 1982
The Scientific Advisory Board (SAB) met with MA representatives
as noted above to review the status of final report preparation for
Contract 30. Experimental work was terminated by mutual agreement
effective June 1981; final report and data transfer were scheduled
for December 1981. Details of this meeting are shown below:

Drs. Richard Kouri and Carol Henry su~arized the analysis of data
which had been collected over the past 10-12 years and required the
expenditure of about $13 million by Microbiological Associates. An
outline of their presentation is enclosed as Attachment i. Details
are included as Attachment 2. (Note that the last stapled section
of Attachment 2 titled "CTR 101A - Chronic Exposure to BC3FI/CUM
Mice to 2RI Cigarette Smoke - Second Draft Analyses", with pages
designated A through N, represents a more recent analysis of this
study.)

Comments included in the agenda material for this CTR meeting
revealed that Contract 30 to MA was extended from December 31, 1981
to February 28~ 1982 at a cost of at a cost of $34,000 of
unexpended funds remaining in this contract. I understand that
this additional expenditure was approved by CTR in response to
a request from MA personnel during a presentation at CTR earlier
this year. Additional support for data analysis is now being
requested by MA (See Attachment 3).
Subsequent to the meeting with MA representatives, Dr. Lisanti
drew up, for review by the Scientific Advisory Board, a proposal
for further contract extension. Emphasis was placed on proper
statistical analyses of work already completed. This extension
is intended to be the last and MA will be directed to complete
analyses and summary of all experimental work. (See Attacb/~ent 4)
The work completed by MA is judged to be unique and is likely
to engender critical responses by the scientific community.
Accordingly, the SAB was especially concerned to have a good
statistical analysis reported by the primary investigators.
II. Scientific Advisory Board Meeting, April 21-23, 1982
The regular spring SAB meeting for review of grant applications
was held as noted above. Those present for this meeting are named

of the 66 applications considered by the SAB, 42 applications
were approved, two were deferred, 21 were not approved and,
on one, there was no motion. In this last instance, the applicant
proposed studies of specifically identified cigarette brands.
Some information on the applicants, titles of their proposed
studies and costs, as well as a sD/~mary of action taken by the
SAB are included as Attachment 5.
General Comment
Matters ran very smoothly during this meeting. Dr. Jacobson,
with support from Dr. Sommers, chaired the sessions so as to
promote open expression by each member of the Scientific Advisory
Board. There was good interaction among the members. I was
particularly impressed to find that individuals who had recently
become members of the SAB became actively involved in the formal
review of grant applications and in less formal discussions
during breaks. Evaluation of applications proceeded expediously
and in an orderly fashion.
I also note with pleasure that Dr. David Stone appears to have
fully recovered from the surgery mentioned in my previous report;
he was present and active during this meeting.
The Fall meeting for review of applications is scheduled to be
held in New York on October 6-8, 1982.
